Once the Stanislaus Union School District Board of Trustees has certified the election results from November 3, 2020 regarding the district’s school improvement bond measure, the district may begin the process of developing its Citizens’ Bond Oversight Committee.

Establishment of a Citizens’ Bond Oversight Committee
After a bond authorized under Proposition 39 is passed; state law requires that the Stanislaus Union School District Board of Trustees appoint a Citizens’ Oversight Committee to work with the District. Pursuant to Education Code (EC) 15282, the board must establish and appoint members to an independent citizens’ oversight committee within sixty (60) days of the date that the board certifies the election results on its minutes (EC 15274).

Per Education Code 15278-15282, the committee must consist of at least seven (7) members who shall serve for a minimum term of two (2) years, without compensation, for no more than three (3) consecutive terms.  Members must include:

  • One member who is active in a business organization representing the business community located within the school district
  • One member shall be active in a senior citizens' organization
  • One member shall be active in a bona fide taxpayer's organization
  • One member shall be a parent/guardian of a child enrolled in the school district
  • One member shall be both a parent/guardian of a child enrolled in the school district and active in a parent-teacher organization or school site council

Employees, vendors, contractors, and consultants of the Stanislaus Union School District are prohibited by law from being members of the Citizens' Bond Oversight Committee.

Committee Responsibilities
In accordance with Education Code Section 15278(b), the Citizens’ Oversight Committee shall:

  • Inform the public concerning the District's expenditure of Measure Y bond proceeds;
  • Review expenditure reports produced by the District to ensure that Measure Y bond proceeds were expended only for the purposes set forth in Measure Y;
  • Ensure that no bond funds are expended on any teacher or administrator's salary, or other school operating expenses
  • Present to the Board of Trustees, in public session, an annual written report outlining their activities and conclusions regarding the expenditure of Measure Y bond proceeds.

Appointment of Committee Members
All appointments will be made by the Board of Trustees from applications submitted to the District.

Terms and Time Commitment of Committee Members
Initial appointments will be staggered, such that some of the initial appointees will be appointed to serve one full two-year term.  The other initial appointments will serve a one-year term, but will be eligible for reappointment by the Board of Trustees for a second two-year term.  The committee shall consist of at least seven (7) members who shall serve for a minimum term of two (2) years without compensation and for no more than three (3) consecutive years.
